UK Local Authorities Intend to Sell Off Social Clubs and Sports Centres to Balance Books

Based on a latest survey of local authorities, English councils are preparing to sell community centers, athletic facilities, and retail spaces as they bet on a rapid disposal of properties to stabilize finances.

Growing Fiscal Challenges Prompt Asset Sales

The Key Cities Group representing major urban areas in the UK reported that 60% of councils are planning to dispose of properties to cover the escalating costs of social services for vulnerable individuals.

Councils have in the past come under fire for disposing of public land and land to support their budgets, but they argue they must continue to raise vital cash from asset sales or face insolvency.

The group said that a high proportion of authorities seeking to generate funds from a fire sale of assets represented “a distinct shift from 2024, when the largest share (60%) of municipal officials said they would focus on service redesigns and utilising financial reserves to weather increasing financial challenges.”

Specific Cases of Planned Disposals

Medway Council in Kent said its asset disposal plan included the disposal of a shopping centre in Rainham and a social club in Rochester to generate £20m over the next half-decade.

  • A local golf course and business parks owned in Worcestershire and Suffolk, which all provide rental income for the authority, will also be sold under the plan.

Council Tax Increases and Wider Financial Strains

The survey of local authorities in the key cities group, which includes several urban centers, further found that over seven in ten of councils will have to increase council taxes next April to address the growing cost of core provisions, increased rates of housing insecurity, and a longstanding housing shortage.

The authority said it will press ahead with asset sales after sharp increases in the cost of children services, support for vulnerable learners, adult social care, and short-term housing.

“We are taking innovative approaches but certain measures take time to achieve both improved services and cost efficiency,” stated a council leader.

He added: “We face population challenges which will persist to increase the pressures we have. As a local government body, we had a 91% cut in our central funding from 2010-24, which is very challenging.”

National Patterns and Projections

Research of county councils this week also found council budgets being stretched by the growing number of young people and older individuals requiring Send support.

The County Councils Network said that council deficits will hit 4.4 billion pounds a year by the end of the decade, as they struggle to cope with rising needs.

Ministers have delayed scheduled changes to the Send system until next year after a policy document setting out those reforms was recently delayed.

Disadvantage and Financial Shortfalls

According to the latest deprivation measures (the Index of Multiple Deprivation) covering English councils, many key cities members were among the most deprived in the country.

  • “Member cities like several major towns rank in the most deprived 30 nationally under the 2025 IMD measures,” said the report.

“While only one key city is in the top 10 for disadvantaged communities countrywide, cities are far more likely to be in the worst-off 20% of the nation. The data highlights the extent of difficulties facing local leaders across major urban centers in the next twelve months,” the analysis added.

“Local government leaders have been clear about the need for a fair and sustainable financial structure that accounts for and addresses the real levels of disadvantage and need,” stated a council leader.

“Lacking this, local authorities will continue to face impossible choices around which essential services to allocate spend to, and which to cut, to the detriment of their residents.”

One in five of local authorities have reduced or weakened care services in the last year, the study found.
